BIPARTISAN COMMITTEE TO REFORM PRISON

We need to shift towards community-based corrective programs which provide a more humane approach to the problem and facilitate the reintegration of the offender into society.

Identifying offenders from categories of minor offences, non-violent crimes, aged, ill, those incarcerated for drug use, those who have 6 months left to serve, who may be considered for early or conditional release.

For example, minor offences offenders should be given alternative sentences – fines to be paid within a longer period of time.
